I'm not sure what your theory is here. Madison does not have the gift of resurrection. And she might have been manipulating everything with her mind control power. I'm not sure how Misty fits in here.
Madison manifested resurgence when she strolls with Misty through a cemetery. Opening a coffin, she revives the dead man inside, who begins to walk around confused.
Madison has shown that she does posses Resurgence as she kills a fly then brings it back to life. She does this when Cordellia ask Madison to Bring Zoey back to life.

That was vitalum vitalis Madison performed on the fly, not resurgence. Although the two powers are quite similar, resurgence calls back a soul from the other side to bring the deceased back to life, while vitalum vitalis simply balances the scales between the life force of the witch and the person they wish to resurrect.

Actually it was resurgence as Maddison didn't use the words vitalum vitalis or breathe onto the fly. Maddison did the exact same thing to the fly that Misty did to the women that was shot. There is a huge differnce in the way those two were protrayed in the series. Both Queenie and Cordiella hadto use the words and also breathe life on to the thing the wanted to bring back but Maddison just closed her hadns and closed her eyes and revived the fly.

Not quite. Fiona performed vitalum vitalis on Queenie in "Fearful Pranks Ensue", and she didn't say the words. Zoe didn't breathe into the homeless man when she resurrected him in "Go to Hell"; she just held her hands over him and "vitalum vitalis" was spoken. Point is, vitalum vitalis can be performed without breathing into the deceased or muttering "vitalum vitalis"; we've seen witches using one of the methods and sometimes both.
Cordelia specifically instructed the girls to perform vitalum vitalis on Zoe in "The Seven Wonders". After Queenie failed, it was Madison's turn and she instead used the power on a dead fly. If she had used resurgence, Cordelia and Myrtle would have disqualified her for the test since it isn't one of the Seven Wonders.

We are given no confirmation that Madison used resurgence in that scene. It could've been vitalum vitalis (which is more likely), or an elaborate trap she planned by using concilium to make it seem as if she resurrected the man.
